Jem is the Project Manager for the Learning, Evidencing and Advocacy Partnership (LEAP), the third pillar of the Partnership to Engage, Reform and Learn (PERL).

Jem joins the Politics and Governance team after managing the Delivering Effective Development grant. Before joining ODI, he worked in a variety of public and private sector roles, including the EU Delegation to Thailand, the office of Sarah Wollaston MP and the Global Anti Money Laundering Policy and Advisory Team at HSBC’s investment arm. He has a BA in International Relations and a Masters in Global Political Economy from Sussex University.
