Emmanuel Ssewankambo joined ODI/BSI in South Sudan as a Local Services Support Advisor in January 2012. He took up the country coordination responsibility from September 2013 to June 2016. In June 2016, Emmanuel became the Country Programme Director for ODI/BSI Uganda where he also works as an Intergovernmental Fiscal Transfer Expert providing support to the design and implementation of Intergovernmental Fiscal Transfer Reforms.

Emmanuel possesses a wealth of experience in the design, implementation and review of programmes supporting decentralization, improved mechanisms for financing basic service delivery, public finance management, local economic development, public service reforms and social protection programmes attained from his work in a number of countries in Africa and Asia.
