Clare Castillejo

Clare is an expert on rights, gender and inclusion in fragile and conflict affected settings, with 20 years’ experience of research, policy and programming work in this area. Clare has worked on a broad range of themes including gender equality and social inclusion, conflict and peacebuilding, political reform, human rights, legal and justice reform, and migration and displacement. She has published widely on these topics and regularly presents her work within research and policy spaces.

Clare joined ODI in 2015. She has previously worked with UN Women, UNDP, DFID, the German Institute of Development and Sustainability, Amnesty International and FRIDE. In all her roles she has been responsible for developing and leading research projects and for providing policy advice and programming guidance. Clare has lived and worked in South Asia and also has extensive experience in West Africa, East Africa and Latin America. She has an MA in the Anthropology of Development from SOAS, University of London.

Clare's recent work has focused on effective ways of advancing gender equality, inclusion and human rights in fragile settings and as part of post-conflict change processes. This has included undertaking a research study on integrating Women, Peace and Security (WPS) into post-conflict reforms; leading action research on girl’s rights and gender norm change in Sierra Leone; reviewing approaches to rights based governance programming for UNDP; developing guidance for OECD donors on politically informed approaches to gender in fragile settings; evaluating UN Women’s work in the areas of WPS, innovation, and capacity development; leading a review of UNDP and World Bank support for peacebuilding in Colombia; conducting research on inclusive peacebuilding; and leading a study on EU migration policy in Africa.
