Chris Wales is a Senior Research Associate with ODI. He has held several senior positions in the public and private sector, including Member of the UK Council of Economic Advisers 1997-2003; Leader of PwC’s Global Tax and Governance Team 2012-16, Managing Director, Goldman Sachs, 2004-5; Adviser to the Minister of Finance for Ukraine 2015-16, Partner, Andersen, 1990-97.

Chris led major tax reform in the UK and headed work on fiscal policy and fiscal institutions in Central and Eastern Europe, Central Asia, the Gulf States, North Africa, Sub-Saharan Africa, the Caribbean and the South Pacific. He sits on the Advisory Board of the Oxford University Centre for Business Taxation, which he was instrumental in founding, and was a member of the Council of the IFS. He was a Contributor to the Mirrlees Review. He has written many articles on public policy issues.

Chris has an MA and PhD from Cambridge University.
