Why Rule of Law matters for development

Rule of Law anchors the relationship between the State and its citizens around an agreed set of rules, but its construction can be a messy and complex business. While donors have, quite rightly, supported efforts to reform Rule of Law in developing countries, this Opinion argues that the results on the ground have been disappointing. This is, in part, because much donor support is targeted to specific areas of Rule of Law, such as police training. The Opinion calls for greater support for efforts to address Rule of Law reform as a whole -- efforts that relate to the specific national context.
