The panel will discuss the implications of the HPG/Stimson Centre paper findings which considered how efforts to forge greater coherence within the UN system have affected humanitarian action and was based on field visits to Afghanistan, Somalia and the Democratic Republic of the Congo from the perspectives of peacekeeping, UN and non-UN humanitarian agencies. Samir Elhawary from the Humanitarian Policy Group present key findings from the report.
