​There is growing consensus that the best way to manage public money is through budget systems that are transparent, inclusive and monitored by strong, independent oversight institutions. The absence of budget transparency, participation or oversight can undermine fiscal discipline, increase borrowing costs, and promote opportunities for corruption and other leakages.

 

The International Budget Partnership's Open Budget Survey measures whether governments provide the public with adequate access to national budget information and opportunities to participate in the budget process; and the strength of budget oversight provided by legislators and auditors.

Bringing together policy makers, researchers, and civil society representatives, this event is an opportunity to discuss the latest findings of the Open Budget Survey 2015. Which countries have made progress and why? What drives improvements in budget transparency, participation and accountability? What can reformers both in and outside government do to encourage more open and accountable budgets?
