Are we using climate finance effectively? a candid discussion of challenges and opportunities

Climate Policy Institute (CPI), the Overseas Development Institute (ODI), and the World Resources Institute (WRI) hosted an informal expert dinner to exchange views on these important questions  alongside the UNFCCC COP 19 in Warsaw.

The discussion was framed by our growing body of work on these issues and took place in two parts. First, we reflected on the state of play in climate finance, drawing on CPI’s report Global landscape of climate finance 2013 and the ODI, WRI, Institute for Global Environmental Strategies (IGES) and Open Climate Network (OCN) report Mobilising international climate finance: lessons from the fast-start finance period.  Next, we drew on insights from ODI’s work analysing the effectiveness of climate finance and from the San Giorgio Group case studies on the effectiveness of climate finance to engage participants in a discussion on what it takes to use climate finance well.  Participation was by invitation in order to foster a focused and candid expert discussion, and the meeting was held under the Chatham House rule in order to facilitate frank exchange.
