ODI drafted a guidance note for World Bank operational staff which supports their efforts in assisting governments to build stronger linkages between national development plans and budgets. The guidance note builds on the lessons from the Minding the Gaps study and other relevant literature and guidance materials. Country examples are also included to illustrate good (and not so good) practice.
