Temporary Cotonou+: preferential rules of origin
This study commissioned by the Netherlands Ministry for Development Co-operation was designed to inform future negotiations on Rules of Origin - an important and often contentious aspect of Economic Partnership Agreements (EPAs). Using a methodology developed by ODI specifically for EPA-related work and a databank compiled for similar purposes, the study identified those products on which the negotiations should focus and the current Conotou rules that apply to these goods. It also pinpointed the typical range of value-added reported by firms in these sectors to UNIDO in order to ascertain whether current Conotou rules were constraining the exports of African, Carribbean and Pacific country economies.
