This will involve mapping and producing a detailed review of existing published sources and unpublished, as well as informal source material. The project will inform the NAO of weaknesses in this information and recommend additional lines of enquiry.

A report will be produced setting out relevant arguments, conclusions and recommendations on the following areas:

• The context in which multilaterals work and the policy and strategic framework in DfID relating to working with multilaterals
  
• Multilaterals and what they do
  
• The scale and type of funding provided to multilaterals by DfID
  
• Monitoring and measuring the performance of multilaterals
  
• The relationship between donors and multilaterals
  
• Options for developing the NAO study
