The aim was to review the cross-country study preliminary work with the main objectives of focus on: 1) an assessment of the role of sector reviews in terms of a fit with the planning and budgeting cycle and b) enhancing stakeholder consultations both domestic and donor; and 2) a review of the recent institutional changes in the framework for strategic planning (between MoF, MoPEAE, VPO and the Ministry Department and Agencies (MDAs) Departments for policy and planning (DPPs).
