Evaluation of an Appropriate Model for a SADC Customs Union

The purpose of this study was to identify and evaluate the range of alternative options for a Southern African Development Community (SADC) Customs Union and to assess their likely economic impact on member states. Commissioned by the SADC Secretariat, this project began by reviewing other regional integration initiatives, looking in particular at their strengths and weaknesses; their successes and failures. The study then focused on regional integration initiatives with a specific mandate for trade to see if there were potential overlaps, conflicts and synergies between these initiatives and the implications of these for a SADC Customs Union. The study presented a range of possible options for a SADC Customs Union and outlined the likely costs and benefits of each. The study concluded with a review of the issues that would need to be considered before any progress in this area can be made.
