Civilian Perspectives or Security Strategy?
Even without foreign policy ambitions, the EU has to address concerns of partners in the world beyond Europe; the EU's activities in policy areas such as trade, agriculture, environment etc. have an impact on developing countries. What’s the difference between foreign/security policy and development cooperation? Do they have distinct roles or are common goals overarching differences in approaches? How do we define the level of distance and/or cooperation between the two policy areas? What are the issues that need to be addressed on the conceptual level, with regard to strategic planning and concerning finance?
